Access Programme Fund for Cultural Venues 2019/20 Website

Please note:

  • There is one round of funding in this financial year (2019/20)
  • You can apply for any amount up to a maximum of £20,000
  • Only one successful application (regardless of amount) can be held by any organisation in the 2019/20 financial year.
  • The fund will cover Capital and/or Equipment costs only. It cannot be used for the repayments of debts, retrospective grants or revenue costs. It cannot be used for funding for salaries or wages. It cannot be used to pay for programming, project or hospitality costs.
  • Successful applicants must comply with DCSDC procurement guidelines in their grant expenditure.

Access Programme for Cultural Venues - what we are looking for:

The Access Programme for Cultural Venues Application Form is used to apply for financial support from Derry City and Strabane District Council (DCSDC).

The fund was established for a three year programme in recognition of the contribution that our cultural venues can make to communities, to the local economy and wider Government policy priorities.

The primary purpose of the fund is to improve the accessibility of our Cultural Venues and to contribute to the Community Planning action of "…promoting accessible cultural experiences".

This is a competitive application process and applications will be determined on the basis of merit. Applications will be ranked and highest scorers will be successful.

Applications to this scheme will be open to all arts and cultural venues that can meet the core criteria of the scheme. Applicants will be able to apply to other sources of public support.

There are two sections:

Section A - Online Registration and Pre-Assessment (mandatory - your application cannot be assessed unless this section is completed)

Section B - Online Application - please use the guidance notes and scoring matrix provided to help you complete the application as we require.

Who can apply for funding?

The following section outlines the eligibility criteria for the Access Programme for Cultural Venues. Your organisation must meet all of the following criteria in order to be eligible for this fund.

Your organisation must:

  • Have a board or management committee.
  • Be a legally constituted group and supply evidence of this (e.g. constitution or memorandum and articles of association).
  • Be a cultural organisation. This means that your constitution or memorandum and articles of association (the document that governs how the organisation is run and its purpose) must state that arts, heritage, museum or culture is a primary objective of the organisation.
  • Be a not-for-profit organisation.
  • Have an operational and programming focus in the DCSDC area.
  • Be the owner/ lease holder (5 year minimum) of a public venue within the DCSDC area and in which the majority of your arts and cultural programming takes place. You will be required to submit evidence of same.
  • Have up-to-date annual and management accounts signed as agreed by the board or management committee and supply copies of same.
  • Hold a bank account in the organisation's name and provide evidence of this.
  • Hold appropriate and current Public Liability (minimum of £5M) and Employers Insurance (Minimum £10M).
  • If relevant, have a child protection policy, vulnerable adult’s policy and equal opportunities policy and keep to relevant laws including the Race Relations (NI) Order 1997, the Sex Discrimination (NI) Order 1976, Fair Employment and Treatment (NI) Order 1998, and the Disability Discrimination Act 1995. Autism Act NI (2011).
  • Be committed to good relations, equal opportunities and Section 75 Legislation in terms of Policies and the delivery of services.
  • Have an independent accessibility audit completed for the relevant premises.

Submission can be made online only.

  • Supporting Documentation is required for successful applications only. Any additional information provided will not be considered in the Assessment process.

Deadline for submission of applications

Applicants are reminded that the deadline for submission of applications is Friday, 23rd November 2018 at 12 Noon. Under no circumstances will an application be deemed eligible after the deadline.

Please note that all projects will be subject to a monitoring and evaluation process.
